The Situation in Laos

Decades after Lao PDR became the most heavily bombed country in the world per capita, unexploded ordnance (UXO) continues to threaten lives and livelihoods. COPE plays a distinct role in strengthening access to rehabilitation in Lao PDR by partnering with the Government, particularly the Centre of Medical Rehabilitation (CMR) and Provincial Rehabilitation Centres, to support the delivery of rehabilitation services and access to prosthetic, orthotic and other assistive devices.

Through technical and financial support, professional training, mentoring and mobile rehabilitation outreach, COPE helps strengthen government rehabilitation services and reach people with disabilities in remote and underserved communities. The COPE Visitor Centre complements this work by raising awareness of the continuing impact of UXO and promoting disability inclusion.

COPE’s impact goes beyond providing assistive devices: it helps people regain mobility, build independence and participate more fully in their communities, while strengthening the rehabilitation system for the future. Project Objectives

1. Improve access to quality rehabilitation services and assistive technology.
Improve the quality of life, mobility, independence and participation of people with physical disabilities, including survivors of Unexploded Ordnance (UXO) accidents, by strengthening access to comprehensive rehabilitation services and assistive technology in partnership with the Government of Lao PDR, the Centre of Medical Rehabilitation (CMR) and Provincial Rehabilitation Centres.

2. Strengthen rehabilitation capacity, community outreach and disability awareness.
Build the skills and capacity of rehabilitation professionals through training, mentoring and technical support to promote quality and sustainable services. Expand mobile rehabilitation and community outreach to reach people with disabilities in rural and underserved communities, while raising public awareness of the UXO legacy and promoting disability inclusion through the COPE Visitor Centre.
